Public Notice: House Bill 251 Transfer for RCPS 2018-2019
Under state law (O.C.G.A. § 20-2-2131), parents may request a transfer to another public school within their local school district if there is capacity.

Rockdale County Public Schools Capacity for the 2018-2019 School Year:

Please note: After calculating the RCPS student population with the maximum class size formula provided by the Georgia Department of Education, the following seats are available for the 2018-2019 school year:

- There is 1 seat available in 1st grade at Sims Elementary
- There are 2 seats available in 3rd grade at Sims Elementary
- There are 3 seats available in 4th grade at Sims Elementary
- There are 3 seats available in 5th grade at Sims Elementary
- There are seats available in grades 9-12 at Salem High School

HB251 and RCPS Responsibilities and Timelines:

RCPS will have a single enrollment period each school year beginning July 1st and ending July 16th.  Due to a weekend date, the enrollment period for 2018-19 school year will be June 28 – July 16, 2018.  Requests for transfers under House Bill 251 will only be allowed during this period of the year; requests under House Bill 251 will not be accepted or kept on file during any other time during the school year.

Annual notification – By July 1 of each year, RCPS shall notify parents regarding which schools have capacity and which of these schools parents may choose to request a transfer for their children. 

All transfer requests under House Bill 251 should be completed in person at the Student Registration Center, 1143 West Avenue, Conyers, Georgia 30012. Forms are available at the Student Registration Center and on the RCPS website. 

Denials Based on Capacity:

The Georgia Department of Education recommends using the following definition for capacity:
1) Capacity of the school building based on established health and safety provisions and
2) Class-size capacity by grade and subject, based on State law and rule.
